Instructions:
1. Preheat your oven to 350°F (175°C). Grease and flour a round cake pan.
2. In a large mixing bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
3. Add the milk, vegetable oil, eggs, and vanilla extract to the dry ingredients. Beat until the batter is smooth and well combined.
4. Stir in the boiling water, and mix until the batter is smooth and thin.
5. Pour the batter into the prepared cake pan.
6. Bake for 25-30 minutes or until a toothpick inserted in the center comes out clean.
7. Allow the cake to cool in the pan for 10 minutes before transferring it to a wire rack to cool completely.
8. Once cooled, dust the cake with powdered sugar or top with your favorite chocolate frosting.
